Comments:
From purely a planning perspective a building permit is highly unlikely as the several natural heritage zoning overlays significantly limit development, rendering the site not developable. Building permits are the purview of County Building Services, they would be able to speak better from a building/Ontario Building Code perspective, but from a zoning perspective a building permit would not be supported.
Comments:
A rezoning application would conflict with the Warwick Official Plan, zoning by-law, and natural heritage policies, and therefore would not be supported.

Additional info: The subject property is landlocked, with no legal road frontage or access, which in itself is a significant barrier to development. Beyond that, the Warwick Official Plan identifies the lands as being outside of Warwick Village’s designated settlement area, and within a primary natural heritage system corridor (Group C features), adding another layer of environmental constraint. Bear creek runs through the property, and half the property is identified as wetland as well. From a zoning perspective, the property is designated Environmental Protection – Woodlot (EP-WD) and Environmental Protection – Hazard (EP-H), which prohibit typical development and instead restrict land use to conservation, forestry, and hazard management. Additionally, the lands are identified as a Significant Natural Area (SNA), further reinforcing their ecological importance and protection. The property is not developable under current policy and regulatory frameworks. A rezoning would not be supportable given these constraints and would run counter to both Township and County policy direction for environmental protection. Consultation with, and potentially approval from, the Conservation Authority (SCRCA) would also be required for any development on this site.
